Creating AWPs for MPOs and Counties
The process for creating an Annual Work Program (AWP) for an MPO or County is similar to a NYSDOT Region, but has several differences. One of the primary differences is that an AWP Site List is created manually for each year (while NYSDOT Regions are created automatically upon publishing the annual screening for a region).
Creating an AWP
To create a new AWP for an MPO or County, click the Planning>AWP menu option to display the AWP Management page shown below. Ensure that organization type is selected properly from the picklist at the top of the panel (e.g., MPO or County). The Organization type should be set automatically based on your user profile. Next, select your specific organization name from the picklist (e.g., CDTC), and select the desired year from the blue picklist on the far right. Note the year will have a type associated with it to guide you (e.g., Future, Active, Past, etc.). Next, click the green CREATE NEW LIST button. This will create a new AWP list for the year selected (empty by default).
AWP Site List Grid
At the top of the AWP Management Panel is the AWP Site list grid, which contains the sites that are in the AWP. By default, the sub tab is "All" showing all sites within the AWP list, regardless of Site Type (Segments, Intersections, Ramps). The other sub tabs can be clicked to only show the sites of the specified site type. The list is sorted by 3 columns (first sort order is PSI, second is Site Type and third is Site Description as noted by the numbers in the column header).
At this point (when the status is Initiated or Working, the MPO staff can then adjust the AWP Site list by adding sites to the list (from the Existing Site List grid), and removing sites from the AWP Site list. As shown in the image below, the AWP Statistics section (directly underneath the AWP Site list grid) shows the number of sites in the AWP list by type (Segments, Intersections, Ramps), and also shows the total number of sites in the list as well as the minimum number of sites required. Each MPO has a minimum number of sites that are required in the AWP which is set as a parameter in the CLEAR Admin application.
Exporting the AWP Site List
The AWP Site list can be exported by clicking the EXPORT button under the grid. Next select the format type (CSV, EXCEL) from the picklist and click EXPORT. Note, if there are site records checked in the AWP Site grid, only those selected/checked records will be exported.
Removing Sites from the AWP List
There are two ways to remove a site from the AWP List. To remove an individual site, simply click the Remove icon (red X) on the far right column of the row to be removed.
A second way to remove sites from the AWP list is to remove multiple sites. To remove multiple sites, check the boxes in the grid (far left column) for the sites/rows to be removed, and click the REMOVE SELECTED button underneath the grid.
Adding Sites to the AWP
The Existing Site Lists grid at the bottom of the panel allows the user to display a list of sites from one of three sources: Network Screening (Ad Hoc), Systemic Screening, or Queries. Any of the sites in the existing site list grid can be added to the AWP. To add an existing site from the bottom grid to the AWP, click the check box for one or more site in the bottom existing sites grid and click the ADD SELECTED button to transfer to the AWP Site list grid at the top of the panel. The subsections below provide further details on each type of site that can be added from the five sources.
Network Screening Sites
This tab allows the user to display and select sites from the results of a Network Screening scenario. To add sites from a selected Network Screening scenario, the user clicks the "Network" tab, then clicks the "Select Scenario" picklist at the far right of the panel, and selects the Scenario name. The sites from the specified Network Screening scenario are then displayed within the grid. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.
Systemic Screening Sites
This tab allows the user to display and select sites from the results of a Systemic Screening study. To add sites from a selected Systemic Screening study, the user clicks the "Systemic" tab, then clicks the "Select a Systemic Study" pick list at the far right of the panel, and selects the Study name. The sites from the specified Systemic Screening study are then displayed within the grid. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.
Queried Locations
This allows the user to select sites that fall within the geographic extent of the Areas of Interest from a specified saved Query (created in Crash Data Viewer). To add sites from a selected saved query, the user clicks the "Queried" tab, then clicks the "Select a Systemic Study" pick list at the far right of the panel, and selects the Study name. The sites from the specified Systemic Screening study are then displayed within the grid. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.
Locking the AWP List
When the AWP list is finalized, an MPO user can then mark the AWP as "Locked" by clicking the LOCK IN button below the AWP grid. This sets the status to "LOCKED" and also changes the year type from FUTURE to the ACTIVE YEAR (and flips the previously ACTIVE year to a PAST year). Investigations can then begin on the sites within the AWP list.
