Creating AWPs for NYSDOT Regions


For NYSDOT, when the main office conducts the annual network screening, and publishes the Annual PIL list for a region, this automatically creates an initial AWP for the region. The workflow below provides a high level overview of the process for creating and finalizing an AWP Site list for a region. The workflow is described below:

When the AWP is automatically created for the region (by publishing the Official PIL list from the Annual Network Screening), the status is set to "Initiated" (note that the blue boxes indicate that this is a FUTURE year AWP, which means the upcoming year for which NYSDOT is preparing).

Once the AWP list is opened by a regional staff, the status is automatically changed to "Working" which indicates the region is working on revising/modifying the AWP list for the upcoming (FUTURE) year.

The AWP Management interface described below is then used by regional staff to adjust the AWP Site list by adding and removing sites until the list is done.

Once the region has finished adjusting the AWP Site list, it is marked as "Ready" which indicates the list is ready for the Main Office (MO) to review and approve.

The Main Office then opens the regional AWP Site list and if it approves the list, it marks the AWP as "Locked" which also changes the year type from FUTURE to the ACTIVE YEAR (and flips the previously ACTIVE year to a PAST year). Regional investigations can then begin on the sites within the AWP list.

It should be noted that if the MO does not approve the AWP list, it reverts the status back to Working and instructs the Regional staff to make further changes to the sites in in the AWP.

 

 

Creating an AWP Site List

The screenshot below provides an overview of the AWP Management page and the functionality provided for creating and finalizing an AWP Site list for a region. As mentioned, the AWP Site list for a region is automatically created when the annual PIL list is published. To work on an AWP, click the Planning>AWP menu option to display the AWP Management page shown below. For regional employees, the organization type pick list at the top should be set to DOT Region and the Region pick list should be set to the proper region based on your user profile (note that or Main Office staff will need to pick "DOT Region" from the org type list and the specific region to be managed from the region pick list since they are not assigned to a region. Next, select the desired year from the blue pick list on the far right. Note the year will have a type associated with it to guide you (e.g., Future, Active, Past, etc.). Typically, when managing AWPs, you will select the "FUTURE" (upcoming) year.

AWP Site List Grid

At the top of the AWP Management Panel is the AWP Site list grid, which contains the sites that are in the AWP (when the default AWP is first created this will typically have the minimum number of sites required). By default, the sub tab is "All" showing all sites within the regional AWP list, regardless of Site Type (Segments, Intersections, Ramps). The other sub tabs can be clicked to only show the sites of the specified site type. The list is sorted by 3 columns (first sort order is PSI, second is Site Type and third is Site Description as noted by the numbers in the column header).

 

At this point (when the status is Initiated or Working, the regional staff can then adjust the AWP Site list by adding sites to the list (from the Existing Site List grid), and removing sites from the AWP Site list. As shown in the image below, the AWP Statistics section (directly underneath the AWP Site list grid) shows the number of sites in the AWP list by type (Segments, Intersections, Ramps), and also shows the total number of sites in the list as well as the minimum number of sites required for the region (e.g., 4). Each region has a minimum number of sites that are required in the AWP which is set by the main office as a parameter in the CLEAR Admin application.

 

Exporting the AWP Site List

The AWP Site list can be exported by clicking the EXPORT button under the grid. Next select the format type (CSV, EXCEL) from the picklist and click EXPORT. Note, if there are site records checked in the AWP Site grid, only those selected/checked records will be exported.

Removing Sites from the AWP List

There are two ways to remove a site from the AWP List. To remove an individual site, simply click the Remove icon (red X) on the far right column of the row to be removed. If the site being removed is a PIL from the official PIL list (as noted in the Default PIL column), a dialog is confirmation displayed. The user can then enter the reason for removing this site (e.g., it was investigated last year) and click the REMOVE button. Note the dialog is only displayed for PILs. Sites that were added to the AWP list manually can be removed without this confirmation dialog appearing.

 

A second way to remove sites from the AWP list is to remove multiple sites. To remove multiple sites, check the boxes in the grid (far left column) for the sites/rows to be removed, and click the REMOVE SELECTED button underneath the grid.

Note that the "Show Removed" control above the AWP Site list grid can be clicked at anytime to show the PIL sites that have been removed from the AWP list (Note it does not show manually added sites that were subsequently removed)

Adding Sites to the AWP

The Existing Site Lists grid at the bottom of the panel allows the user to display a list of sites from one of five sources: PILs (Annual Screening), Specialty PILS (Annual Screening), Network Screening (Ad Hoc), Systemic Screening, or Queries. Any of the sites in the existing site list grid can be added to the AWP. To add an existing site from the bottom grid to the AWP, click the check box for one or more site in the bottom existing sites grid and click the ADD SELECTED button to transfer to the AWP Site list grid at the top of the panel. The subsections below provide further details on each type of site that can be added from the five sources.

PILs

This tab displays the sites that were published as the official Priority Investigation Locations (PILs) for the region during the annual network screening. By default, the sub tab is "All" showing all PILs within the region, regardless of Site Type (Segments, Intersections, Ramps). The other sub tabs can be clicked to only show the sites of the specified site type. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.

Specialty PILs

During annual network screening, CLEAR identifies PILs that are part of any of the eight (8) "specialty" categories which include:

Wet Road

Speed Related

Lane Departure

Snow/Ice

Pedestrian

Bicyclist

Older Driver

Younger Driver

 

This tab displays the sites that were defined as being part of least one of the Specialty PILs. The interface for this tab has additional controls which allows the user to select which specialty PILs to be displayed by toggling each on/off as shown in the image below (for example, the image below would display those sites that were flagged as being either Speed Related or Older Driver).

By default, the sub tab is "All" showing all Specialty PILs within the region, regardless of Site Type (Segments, Intersections, Ramps). The other sub tabs can be clicked to only show the sites of the specified site type. The sites from the specified selected specialty PILs are then displayed within the grid. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.

Network Screening Sites

This tab allows the user to display and select sites from the results of a Network Screening scenario. To add sites from a selected Network Screening scenario, the user clicks the "Network" tab, then clicks the "Select Scenario" picklist at the far right of the panel, and selects the Scenario name. The sites from the specified Network Screening scenario are then displayed within the grid. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.

Systemic Screening Sites

This tab allows the user to display and select sites from the results of a Systemic Screening study. To add sites from a selected Systemic Screening study, the user clicks the "Systemic" tab, then clicks the "Select a Systemic Study" pick list at the far right of the panel, and selects the Study name. The sites from the specified Systemic Screening study are then displayed within the grid. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.

Queried Locations

This allows the user to select sites that fall within the geographic extent of the Areas of Interest from a specified saved Query (created in Crash Data Viewer). To add sites from a selected saved query, the user clicks the "Queried" tab, then clicks the "Select a Systemic Study" pick list at the far right of the panel, and selects the Study name. The sites from the specified Systemic Screening study are then displayed within the grid. To add one or more sites to the AWP list, check the box for each site to be added, and click the ADD SELECTED button above the grid. The selected sites are then added to the AWP Site list grid at the top of the AWP Management panel.

 

Marking as Ready

When the region is done adjusting the AWP Site list, the can click the SET AS READY button to flag the AWP list as ready for Main Office approval

Locking the AWP List

When the AWP list is at READY status, the Main Office then opens the regional AWP Site list and if it approves the list, it marks the AWP as "Locked" by clicking the LOCK IN button below the AWP grid. This sets the status to "LOCKED" and also changes the year type from FUTURE to the ACTIVE YEAR (and flips the previously ACTIVE year to a PAST year). Regional investigations can then begin on the sites within the AWP list.

If the MO does not approve the AWP list, it reverts the status back to Working and instructs the Regional staff to make further changes to the sites in in the AWP.
